Description

Permit to Work System is a formal written system used to control operational tasks by DHCA in the premises of DHCC. It is an essential document which systematically defines how work is to be done,

the location, personnel responsible to apply, endorse and approve, date and validity of the permit as well as the necessary precautions to be taken to reduce the risk to as low as reasonably possible. 

A permit to Work is required for the contractor to follow safe system of works as mentioned below including minor works and access to facilities: 

  • Working at Height (Above 2 meters) 
  • Work on Roof Top 
  • Demolition/Renovation (Fit Out approval for internal works) 
  • Isolation/Tag Out/ Lock out of Services 
  • Work in Confined Space
  • Hot Work
  • Mechanical Lifting Devices (Use of cranes and MEWPs) 
  • Work in restricted area (Medical Gas Areas / Laboratory /Radiation (Infrared/ Ultrasonic/ Microwave / EM / Radioactive) Areas 
  • Use of Toxic/ Flammable Materials Use of Chemicals, Compressed Gases and Hazardous substances
  • Work with Pressurized Equipment's 
  • Deep Excavation/ Deep Penetration into Structures 
  • Electric Works 
  • Work on Scaffolds
  • General high risk potential works (Specified works) 
  • Work with energized services (Electrical) 
  • Others (to be specified.) 

 

Kindly Ensure the Permit is Closed/Extended before Expiry to avoid any Penalties.



Prerequisites

  • In the case of fit out work, the PTW will follow suit only after fit-out permit is issued by design, fit out and engineering. For all other activities within DHCA scope, a PTW must be requested prior to job commencement 
  • Request from subcontractors for the approval of a permit without the tenant authorization will not be entertained.
  • Requests for permits must be made by applicants in advance since work commencement.
  • Applicant must make a fee payment as defined in the fee section 
  • Issuing authority reserves the right to reject a PTW request on the grounds of imminent risk to person, business operations and property.
  • Facility control room / Security are authorized to restrict access without a permit or invalid permit. Work will be temporarily stopped if the risk to person and property is imminent.
  • The permit is valid for 05 working days (maximum validity of one month based on Projects /FIT Out Permit/Valid Contract)
  • Isolation permit is valid for 24 hours 
  • Hot work and Confined Space permits shall be reviewed and renewed within 24 hours
  • In the event of a job not completed during the stipulated period, an extension of the permit to work must be obtained by the applicant 
  • On completion of work the permit should be closed on the portal to avoid penalties
Required Documents

Prior to any site works, all business partners must ensure that the contractor has the complete list of supportive documents, based on activity requirements. A Permit (PTW) for all works including major fit out works/ construction works may require the contractor to provide the following documents to the Building Manager / Facility Manager, as follows (below list if not an exhaustive list, dependent on-site works): 

  • Final Design / Architect's Drawings (if required) 
  • Evidence of Site Assessment (if required) 
  • Site specific Risk Assessment 
  • Job specific Method Statement/Task Procedure that provides: 
  • Scope of Work
  • Roles and Responsibilities for the task 
  • Site Safety Measures 
  • Equipment's/ Tools to be used 
  • PPE requirements 
  • Evidence of Toolbox / Induction Training / Communication 
  • Emergency/ Evacuation Procedures 
  • Awareness with Security Procedure 
  • Vehicle Safety 
  • Infection Control/ Dust 
  • Noise Management 
  • Waste Disposal 
  • Safety Declaration 
  • Contractor's License and Insurance Policy
  • Isolation of MEP/Fire systems required and/or restricted area / time (Isolation tag issue) 
  • Competency/ Appropriate Training Certificates (where appropriate) 
  • Test certificates, Authority Approvals, Licenses, Checklists, Fit out permit etc. 
  • Maintenance Records 
  • Evidence of PPM and Test Certificates for Machinery (if required) 
  • Equipment Load Calculations (if required) 
  • Civil Defense Certificates (where appropriate) 
  • Dubai Municipality or DEWA Approvals (where appropriate) 
  • Material Safety Data Sheet for all chemicals used at site 
  • Evidence of Fireproof Storage for flammables 
  • COSHH for hazardous substances (Control of Substances Hazardous to Health) 
  • Fire Fighting Equipment's (if required) 
  • Isolation Tags (if required) 

Fees (AED)

PTW Form : 50 AED (Valid for five days )
Isolation Tag : 100 AED (Valid for 24 hours )
Hot Works : 100 AED
Gas Testing : 100 AED
Shut Down : 300 AED
Temporary Electric and Water : 1000 AED / Month
PTW Close out delay : 10 AED / Day

Refundable Deposits (Cheque):

Internal Works : 10,000 AED (amount may vary ) -As per Management decision based on work complexity; contractor history & risks involved.
External Infrastructure: 15,000 AED (amount may vary) – As per Management decision based on work complexity; contractor history & risks involved.

Time Frame
Working days between office hours. Minimum time frame for issue of permits is 48 hours subject to job risk and impacts. (Does not include holidays)
